		<description>Imagine *not* working on bug # 431270 for a long time. FWIW, Parabuild http://www.viewtier.com/products/parabuild.htm has had build time stamps in this format since the beginning. It also provides unique per-project or global per-system build ids. Parabuild is free for open source. Mozilla qualifies :-)
